He would need to travel to on a TRV Canada and claim asylum once he arrives in Canada.
OR
If he is recognized as a refugee by UNHCR, he would need to find an organization or group of people in Canada who are willing to sponsor him. This is normally only possible if he has family or close friends in Canada.
