My Nigerian passport is due to expire in August 2014 and so also is my study permit, but the issue at hand is that the Nigerian embassy has suspended the issuing of passport until further notice due to administrative reconstructing currently going on in the passport section of the Nigeria High Commission Ottawa. What is required of me to do next?

Fly to Nigeria ! Apply for the renewal get it done! Fly back apply for PGWP!

He'll have to renew his study permit. You can't get a PGWP without a valid study permit.

I believe it would be also tough to get PGWP without having valid passport for valid duration.
