Need Assistance Regarding WES Evaluation

Hello Respected Members hope ya all doing great


Does the WES accept an evaluation which has been in a sealed envelop 2 years ago but for some reason the person wasn't able to send that envelop for an evaluation at that particular time and got delayed?
