Need Advise - File returned due to incorrect reason by CIC

Hi,

My file was received at CIC on 18th August 2014 under NOC category 2171. I have received my file back today stating that 'six photographs of each person on file (accompanying or not)' were not submitted. Now this is contrary to the fact because I am 100% certain that I did include the photographs in the mini envelope supplied by the photographer (along with their credentials). Now that 2171 is also capped there is no point resubmitting.

I need suggestion on how to go about this mistake made? I dont know how to prove that I did send the photographs but I know that I did send. Will approaching a lawyer be fruitful in this case? If yes then how much will it cost? Can you share lawyer details?

Whose photographs did you submit? To me it seems that you didn't send photographs for everybody in your application.
