Nbi clearance request

I lodged my application online while I am waiting for my NBI clearance because I got a hit. My application is now under review eligibility and I received a request letter to submit my NBI clearance. Do I have a chance of approval or its always part of the process to receive a request if NBI is not yet submitted during submission of application?

Nbi clearance is a must, it's a requirement. But it doesn't mean once you send it you got approved. review of eligibility is still on. so pray harder.
