I am from the US, it is asking my passport ( which I have) but it is also asking for a national identity document. What is this for a US citizen? Can I just click no?

Yes you are correct in clicking no. Americans don't have these.

Refer the Spousal Sponsorship Checklist.......National ID is only required if is listed for your country (or countries, if you have dual) of citizenship or residence......country specific requirements.

If listed in the country specific requirements for your country (or countries) of citizenship or residence:
Copies of national identity cards (for yourself and all family members)

Country Specific Requirement....

There are currently no country specific requirements for USA.......

But you need to check for any country if your reside outside USA.......and also for any other country if you have dual citizenship.

Yes you need it, for this follow the guide. It says "Note: If you are in a common-law union, you must also complete the Statutory Declaration of Common-law Union (IMM 5409) form and include it with your application."
