My wife is currently a Canadian PR holder, but residing in UK for her studies.

Am I eligible to apply for Canada Open Work Permit while she is residing out of country ?

No - you certainly do not qualify for an OWP.

You would only qualify for an OWP is if both of you were in Canada and she had applied to sponsor you for PR using the inland application process.

You do not qualify for a work permit based on your spouse's status. You would need to qualify independently for a work permit.

You can qualify for a closed work permit if you can secure a full time job offer in Canada and your employer can obtain an approved LMIA.

Its better to apply for my Dependent PR. What is the timeline i am looking into if I apply from outside the country.

My friends suggested me that the process will be fast if we know a MP there in Canada. Is that even true ?

You can't apply for sponsorship until your wife is residing in Canada. Processing times depend on where you are from.

Your friend has no idea what he is talking about. Knowing an MP makes zero difference.

No - it's not true. MPs cannot influence or speed up the decision.
