My university does not want to seal my envelope

Hello, I'm new here and I'm from Argentina. I have a huge problem, I've already paid Wes services for validating my diploma and they asked for a sealed envelop directly from my institution. The thing is that my university does not want to provide this service. What can I do? They say that university's policies do not allow them to do that. Instead of that they gave me certificated copies of my diploma and my academic transcripts. I graduated from two diffrents institutions I have a degree in International Businnes and I have a minor in customs ( the full name is: diploma in customs senior technician) from another instituion, which sealed and signed my envelope.
What can I do? My highest diploma is the one that university does not want to seal.

Yo te diria que insistas, plantate ahi hasta que alguien te de el sobre! Pedi hablar con un superior. La unica forma que WES acepta los documentos es en sobre cerrado y sellado. Deberian dartelo.
Y si no manda un mail a WES consultando sobre esto, explicales lo que pasa y consultales si lo podes mandar notarizado por escribano.

I had the same issue but University accepted to seal the envelope for me and stamp it at the back. to prove that I didn't change or alter any information that was inside the envelopes.
Then I have sent the envelope my self by DHL and I had no issue with WES. You can ask them for the same, they might accept
