your report is bit different than other, I didnt get why they have mentioned PA has passed selection provisionally and final decision is pending

I am asking you about what is mentioned in Notes ? did they mentioned something like as below

Pls request the following PPT *2 MEDS*2 RPRF*2 Total -70 points PA has opbtained sufficient points to satisfy me that he/she will be able to become economically established in Canada I am satisfied that points awarded to the applicant adequately reflect the applicants ability to settle in Canada
