Don't even know what immigration program you are referring to but scores are not high enough. For Express Entry must have all 6.0 bands in each section.

With those scores are you even eligible to submit profile with your ECA?

You must have at least CLB 7 in each ability.
That means IELTS General Training scores of approximately:
Listening: 6.0
Reading: 6.0
Writing: 6.0
