I went back to.Canada befor my pr expire on 7 may 2017. I need to wait other 9mounth to meet the residency obligation .
Im working now and I wana to open.my own.buniss and buy home. Can I do that or I need to wait until I renw my pr?
I do ve driverlicence in ontario.health card.social number. Is this enougth to ve.my own busniss? Pls advice

you can do it,
PR does not expire, just renounce or revoke
PR card is just for travelling
RO is to keep your Permanent Residency ok, if there no complaint at border

Even if you don't meet the residency obligation, you are still a PR until an official decision is made on your status.

If you are PR since long time ago, you don't have much to do. Your new address in Quebec is your new address for many purposes.
Your NAS (número d'assurance sociale) is the same, it doesn't change, you have to register at Régie de l'assurance maladie du Quebec for heath insurance, you need to proof you live in Quebec, 3 months waiting time and get (exchange) your Quebec driver's licence.
