I have an question, if my passport do not with a validity of at least 18 months, can I renew my passport after mailed my all application forms and supporting documents to CIC?

Just send it when they ask for it later in the process. If you are from a non visa exempt county you will want to look as getting it sooner rather as depending on your visa office they may hold your passport for quite some time after they request it.

I know my country only lets you renew a passport once it is within one year of expiry. I have no idea if this is the same for all countries, if it is you will have to get the timing right.
