Have you been living outside of Canada with a Canadian spouse who is working outside and were unable to come back?
If not, then you have already failed to meet your residency obligation. You can apply for PRTD which is a document for Canadian PR who is outside of Canada and does not have a valid PR card. The process of PRTD (PR travel document) will evaluate your number of days living IN Canada and if you are accomating your spouse working outside, if the situration apply to you. Then they will approve or decline it.
Once PRTD is declined, I think they will start the process of revoking your PR status with given option to appeal the decision with further proof.
For ETA (electronic travel authorization)or TRV (travel visa), that's for when you are NOT a PR anymore.
Those are normal visa or travel application for non Candaian PR/citizen trying to visit Canada.
