My mother needs to visit Canada. She has visitor visa can she enter Canada in regards to situation these days ?

See the link below and keep in mind mind visit needs to be 15 plus days and there is a mandatory 14 day quarantine / isolation requirement through August 31 which may be extended. She would need to be separated from others during this time.

If were my mother I would be considering is it really neceassary to travel at this time given the flight and the WW Covid situation but obviously a personal decision on the risks.
