can my mom stay here for a period of 6 months and 21 days with an exit in between going to USA to visit my sister for a month, from August 2018 to September 2018. Technically, she will only stay here for less than 6 months because of her visit outside Canada.

The reason why she will come and land in Montreal is that, my best friend's mother, , will also come. They will travel together and I will pick her up in Montreal as I live here in Toronto.

My mom will go back home in the Philippines on December 7, 2018 with my husband

Can my mom stay here from May 15 to December 7, 2018 so she has a company back home?
I would appreciate it so much if you can guide me before I buy the return ticket tomorrow.

To answer your question - none of us can tell you how long your mother will be allowed to remain in Canada. That will be up to the CBSA officer she speaks to when she enters the country.

I would recommend you buy a return ticket that is no more than six months out from the day she arrives. If you want her to stay longer, you should buy an airline ticket that allows changes so that you can change her return flight later.

AFAIK, PAL economy flights only allow for 6-month stays; you'd have to buy business class for a one-year stay. I once bought a Cathay Pacific ticket into Canada with a 1-year round-trip validity with free rebooking. I originally booked for 1 month to get past Philippine immigration on a TRV, did my PR activation at the border, then rebooked the return flight for 9 months later.
