Assuming from your avatar that your mother is from Cuba, even if you do the online application, the most likely scenario is that the Cuba Visa Office will still process it.

You will have to show your mother’s ties to Cuba and prove that she will not try to live with you in Canada If she is granted a TRV. It’s less about your situation (although it is a factor), but mostly hers.
