Really depends on whether she has strong grounds for asylum and whether you qualify for PGP and whether she will pass the medical. If approved for asylum she will have to meet the conditions of a protected person until she becomes a Canadian citizen. If she withdraws her application she will have a removal order so may need to return home for PGP processing. Agree that consulting a lawyer for guidance who can review both the applications will be able to provide the best advice.
