my medical not change but background check in process first! anybody knows why?

i got aor on 18, Mar. i just checked my account and the medical status is not changed, but 'we are processing your background'.
shouldn't medical pass first and then background check?
anybody the same or know the reason?
BTW, i need a cic request letter to apply hong kong police certificate, maybe that is the reason?

Happened to me too.

Per my GCMS notes, that means they ordered security and criminality checks.

Medical passed 1 month later.

i am cec and usually it takes 20-30 days for medical passed.
