In order to apply for refugee status in Canada directly, you would need to get a TRV and travel to Canada, and then claim refugee status once you arrive in Canada.

The alternative is to move out of Afghanistan to another country and to see refugee status from UNHCR there. UNHCR will then determine where you will be resettled (this can often be the country you have moved to in order to be recognized as a refugee by UNHCR).

Unfortunately there is no way to apply for Canadian asylum directly from Afghanistan.
