My friend work permit got refused even though he has AINP nomination and AOR

My friend work permit application got refused even though he submitted his AINP nomination cert and and he has his AOR file number for PR application under employers driven class, can he make an appeal or reapply?
Is any body has the same situation? What he needs to do any advise please!!!!!
