after this status it took 20 days for my parcel to reach CIO from customs

but from 10 April rules will go change then what will happen with my application ? They CIC canada will return my file back. :(

why ppl saying we need to send IELTS with initial application?? So far i know we need to send it with full application to the visa office even after 10th April.Can seniors pls clarify.

on or after 10 April you have to send the ielts result with initial app. to CIO.
 
Minister Jason Kenney announced recently changes to be introduced on 10 April 2010 to the procedure for assessing language ability for the Federal Skilled Worker and Canadian Experience visa categories. Mr Kenney went on to say that the changes will increase fairness and reduce delays.

"The language requirements themselves have not changed," said Minister Kenney. "But beginning April 10, 2010, prospective immigrants will be required to prove their English and French language abilities at the time they apply. This requirement supports our commitment to fast, fair and efficient application processing."

It was previously the case that to show language ability at a high enough level in English or French you could either submit a written submission or an independent third party test. The written submission was originally intended for applicants who were native English or French speakers. However, it has been used by others as well which has caused processing delays with applications.

"We expect that applicants will have the language skills they claim on their application. Now, applicants in these categories will have only one opportunity to prove their language ability," said Minister Kenney. "They can still make a written submission to a visa officer if they wish, but only once."

The Immigration Minister went on to say that the independent, third-party language test is preferable to a written submission as you will know from the test even before you submit your immigration application your level of English ability. With a written submission you will have to wait for an assessment by a visa officer which will only happen after a formal application and after fees have been paid to Citizenship and Immigration Canada; There is a greater risk in this situation of fees being paid for an unsuccessful visa application.

"We strongly encourage applicants whose first language isn't English or French to take a language test," said the Immigration Minister. "We don't want immigrants to be surprised if their written submission doesn't match their reported ability, and they don't get the desired assessment."

The news report from Canadian immigration went onto say that an "…immigrant's English or French language ability is one of the strongest predictors of their success in the job market. Canadian Experience Class immigration applicants need to meet minimum language requirements depending on the job they do. Federal Skilled Worker immigration applicants can gain up to 24 points for their language ability.

Citizenship and Immigration Canada to streamline language proficiency assessment
Wednesday, 10 March 2010 17:29 | Immigration Minister Jason Kenney announced today that the Canadian government will reduce application processing delays by streamlining language proficiency assessment for Federal Skilled Worker and Canadian Experience Class applications.

For all applications received by Citizenship and Immigration Canada on or after April 10, 2010, immigration officers will be determining applicants' language proficiency based on documentation submitted at the time the application is assessed, and will no longer be giving applicants an opportunity to provide additional documents supporting their language proficiency.

Currently, if an immigration officer feels that an applicant has not adequately proved his or her language proficiency with documentation, they may contact the applicant and afford the opportunity to provide results of a third-party test, such as the International English Language Testing System (IELTS) test.

However, as of April 10, 2010, this option will no longer be provided to applicants. Language proficiency will be assessed solely on information the applicant has provided at the time of submission. It is therefore advisable that applicants submit conclusive proof of their language ability, such as IELTS test results, with their complete application.

"This requirement supports our commitment to fast, fair and efficient application processing," Kenney said.
 
You should use candian post customer service number.give your tracking number tell them what is the problem and try to push them. Might be this work.
