To be eligible for an ITA, u need to create ur EE profile and be in the pool, and if ur CRS is around 415-420 u may get an ITA in the next couple of rounds based on the last cut off os 413
My CRS score is 378 and I've got NOI on June 7, 2017 as my NOC is 7334
Under OINP express entry: Skilled Trades Stream Your Work experience must be in a skilled trade occupation listed in Minor Group 633 or Major Group 72, 73, or 82 of the National Occupational Classification (NOC) system.

I am qualified for the Canadian Experience Class (CEC) so I don't need 67.
To qualify under Ontario’s Express Entry Skilled Trades Stream, you must:
- Have a valid profile in the Express Entry pool;
- Qualify for the Canadian Experience Class (CEC);
- Indicate an interest in immigrating to either Ontario or “All Provinces and Territories” when you create a profile in Express Entry; AND
- Have received a Notification of Interest from Ontario through your IRCC online account.
Ontario’s Express Entry Skilled Trades Stream Criteria
To be eligible to apply, you must meet the following provincial criteria:
- Work Experience: A minimum of 12 months of full-time (or the equivalent in part-time) work experience in Ontario within two years from the date of your Notification of Interest from Ontario. Work experience must be in a skilled trade occupation listed in Minor Group 633 or Major Group 72, 73, or 82 of the National Occupational Classification (NOC) system.
- Trade Certification (if required): A trade license or certification from the Ontario College of Trades if working/have worked in an occupation in Ontario that requires a license or certification.
- Current Residence in Ontario: Currently residing in Ontario on a valid work permit.
- Language: A minimum of Canadian Language Benchmark (CLB) 5 in English or in French.
- Settlement Funds: A minimum level of savings or income to support you and your family members.
- Intent: An intention to live in Ontario.

My CRS score is 401 but my points are 66. As we need 67 points to get in to express entry pool. Am I still eligible to apply for Ontario PNP. Kindly advise....
No 67 points are mandatory because to get oinp invite you need to first make an express entry profile and if you score 66 then you will be ineligible

Think you need to satisfy both 400 and 67. As suggested by earlier in this thread... try improving your IELTS... It should make a big difference .
