My cousin got his visitor visa rejected. He used an unauthorized immigration office in Sri Lanka to file application. They told him it was rejected due to eligibility. I got him the GCMS notes and he took that to the same office and after reading the GCMS notes they told him that it was due to criminality. My cousin does not have any criminal charges from anywhere and even the GCMS says that the criminality "passed bio" but the immigration office my cousin hired told him that it's criminality and they point it to criminality being marked as number "1" instead of " 0" in the GCMS notes. I have provided the criminality section and officers notes from the GCMS notes below. Can someone pls review and advise what's really going on? Name& DOB are changed for security purposes. THanks.
