In pursuance of IRPR 220 a) and b), my financial resource was deemed as insufficient for my planning stay and tuition, which came down to getting refusal letter.
However, the amount of my bank account on the certificate did not include my tuition fee and the first 2 months of home-staying cost since I had already withdrawn these fee before I got this financial certificate. Moreover, I am planning to visit there alone without my family members.
I think there is a misunderstanding on this result. If so, are there any ways that I can contact to the examiner to retrieve or address this situation? It would be grateful if you could advise how I can do this as well.

For you reference,
• Pursuant to paragraph 220(a) of the IRPR, I am not satisfied that you have sufficient and available financial resources, without working in Canada, to pay the tuition fees for the course or program of studies that you intend to pursue.
• Pursuant to paragraph 220(b) of the IRPR, I am not satisfied that you have sufficient and available financial resources, without working in Canada, to maintain yourself and any family members who are accompanying you during your proposed period of study.

You need a GCMS note to know the main reason for rejection because those refusal letters are generic

Thanks for the reply. I believe that the note requires ATIP request, that only eligible for either a temporal resident in Canada or a permanent citizen/resident. I am not either of them so I think I cannot obtain that. But thanks for letting me know that refusal note is not that specific.

What is the program? What is the total cost of the program? How much do you have in your bank account? You want to have all the funds in your account to show you can afford the program.

co-op. My balance after paid the tuition and 2 months staying and grocery bills was more than $12,000.-. I think the examiner thought my account status included these payment. This is why I am trying figure out how to contact the examiner to review my application again.

So is the program only one year? And you paid first year tuition and showed receipt of payment? $12K is not much for living expenses. That ”may” just cover accommodations unless you have a place to live.

If you think that there was an error then raise a webform for reconsideration. Include paid tuition with receipt. FYI - there are no timelines for reconsideration and IRCC doesn’t have to reopen your file.

I am guessing that I did not attach receipt of these payment caused refusal……

Sorry but what is a “home staying fee”? So you paid tuition so get the receipt is from the school. For Canada, $12k is not a lot for living expenses. You should be showing more and that you are not using all savings to study in Canada. What about airfare, food, books, phone/internet, transportation? All these things add up to over $12k over one year? What city as that factors in to cost too? You can ask for reconsideration but again, there are no timelines and sometimes quicker to apply. Your agent should tell you that.

My agent provides me with a room to stay with 3 meals per a day for the first 2 months. The paid fee includes that.

I prepared my parents balance certificate at the same time for reapply, which will be issued in a few days.

I just wanted to work on the other way till that day.

There have been news reports here on these homestays and that many are scams. You get a room in a dive/not safe and then your 3 meals a day is some noodles, rice and crackers. Hopefully you are not paying that much, and your agent is providing you a safe place to live. Convenient that your agent has a home stay to live in near your school. Did agent direct you to apply to the school? What school?
