if i send in two applications under different NOCS and i am successful with either application, will they refund the other?

You can't submit 2 applications in the same category.
 
In my country british council does not issue another original IELTS score.

if i have experience in NOC 2281 and 2174 (i am assuming these are different categories) and i apply for both and i am successful with 2281 first will 2174 be refunded.

You cannot use same IELTS and WES for different applications. Each application you send have to be independently complete. Wes gives two original copies of its reports. IELTS won't. But some people have used a backhanded way to order a second IELTS (for example by having your work or school order it).

Although sending multiple application for different NOC is allowed, it does not really give you too much of an advantage. If you made a mistake in one application, you will almost certainly make the same mistake in the other one as well. So, the best thing to do is to chose one NOC that will fetch you the maximum points and/or that is not in a danger of being filled soon (2281 is a better bet in this regard) and ensure that the application is complete.

Also, if both applications are complete and you get a PER, then you can withdraw one of the applications but the fees won't be refunded in this case.
