At the start of the year, I had sent in a lot of PhD applications for Canadian universities, because I wanted to continue my studies here in Canada. I had a post grad work permit that was valid until April 21st, 2017. I applied to restore my status as a visitor here in Canada in March 2017, however I could only apply with a paper application, apparently they are currently working on applications sent in January 2017. I got an acceptance letter from Concordia University on April 13th, 2017. I successfully applied for my CAQ and I received it today (May 31st, 2017). Now all I have to apply for is my study permit. However, after some discussions with a student advisor at my former university, apparently I cannot have multiple applications at the same time, so I cannot apply for my study permit until a decision has come on my visitor extension application. Is this true? What should I do if this is the case?

Why did you apply for Restoration as a visitor in March when you still had valid status until April? Or do you mean that you applied to change the conditions of your stay to visitor?

I had to change my status to a visitor because I was not working at the time and I had not got an acceptance letter from a university yet. In order to have implied status, I had to have an application under consideration and I could only apply to be a visitor.

Yes but you stated that you applied for Restoration, which is for people without valid status. If you did apply for Restoration, you applied for the wrong thing and can expect a refusal because you had valid status at the time of applying.

I just checked my application, I applied for an initial temporary resident permit.

Which was also the wrong thing. A TRP is special permission for a person to come to Canada when they are otherwise inadmissible for reasons such as criminality. You needed to select "Extension of my temporary resident status".

You never actually applied to extend your status, which means that you have been out of status since your PGWP expired.

You can apply for Restoration as a student.
 
Yeah, I had a discussion with an International Student Advisor at my university and they told me that I should apply for restoration as a student, which I will do. Thank you for the information.
