Can I apply for MS courses as an international student and then request for revisal of fees once I get my PR ?

Dec is the cutoff for winter 2019 courses and there is a high chance for me to get an ITA this year.

No, you don't get a refund if you get your PR when the course ends. It's on a pro-rota basis.
