I have my brother living as permanent resident in Manitoba. He has his own house, car and a very good job. Am i eligible for "Express Entry"?

I have already applied to mpnp and after 10 months my status is "Assessment Pending".

They called on 08.30 PM approx & ask simply questions. Like about your sponsors, Your job, Why you choose MPNP etc..

Dear friends,

As i observed from Jan,Feb-2015 to till date. MPNP officers taken interview for sponsor as well as applicant. but no any news for LOA. My sponsor interview completed on Feb-2015 but still i m waiting for decision.

I also observed that in some cases they required additional documents as well as updated fund. How much time waiting for decision ? Generally by regular post required one month.

I had originally applied under MPNP in March 2014 then after being advised by mpnp I created my Express Entry Profile on April 24, 2015. The following is brief history
MPNP Application: March 2014
EE Profile: April 24, 2015
Sponsor Interview: May 14, 2015.
MPNP status as of now is 'under Process'
I don't know how long will they take to complete the assessment.

Hi guys,

I am July applicant and my status still received. I am a gard student and I live in Winnipeg for 3 years now. Unfortunately for 2014 applicants the procedure has became too long compared to the 2013 applicants and before. I sent a complain letter and visited the MPNP office and asked them that even my case has not been pre-assessed but you announced the first draw for the recently 2015 applicants and I got nothing just they said your case is waiting in the line. Also, for 2015 applicants they have a fairness procedure that they can comment on their rejection in a months. I initially applied in 2013 with valid TOEFL and since I was working as a researcher in NOC A I did not think that I need IELTS and for the record several people like me got their nominee. After 7 months they sent me the ineligible letter and asked me to re apply but till now I am waiting for 10 more months and still received. The aim of their new strategy was speed up the process but how they are going to do that since we are still waiting!!!!! I have two questions:
1) How many June or July applicants still waiting for pre-assessment (received status)?
2) Do you think that we can prepare and sign a petition?
