My boyfriend who applied to MPNP July 7th, 2014 just got his LOA today.

Please keep in mind he had a very strong application and because they process stronger applications first his application was faster than most. But for other peoples reference here is his time line.

Appication sent on line July 10, 2014
I sent the Settlement plan -2 July 17,2014
Assessment Pending begging of September
Assessment processing begging of October
Assessment Complete Nov 3, 2014
Received LOA in mail (to his address in Winnipeg) Nov 4,2014

My boyfriend applied while working here on EIC so he already has a job (I believe this is one factor that will speed up an application)
He had 80 points when he sent in his application some of those points come

- having a bachelor degree in the same field he is working in
- english as a first language (he still did the IELTS as is was unclear if he needed to or not, he scored8)
- he had more than the settlement funds needed (although with a job it says settlement funds not needed)
- he worked at his current job for over 6 months before applying (this gave him points and was a connection to Manitoba)
- he had over a year work experience outside of Canada in his field
-he also had me as a second connection to Manitoba even though you only need one (I filled out the Settlement plan-2 but never got a phone call about it)

Basically he is already settled in Manitoba so they processed his application faster. All the questions they ask when I filled out the Settlement plan-2 like how would I help him get a job, a place to live ect. were answered by me saying he already has a job and a place live and that he knows how to use Winnipeg Transit and Job Banks if he should ever need to get another job.

Now he has to start his application fro PR and make sure he gets a work permit before the end of his IEC expires (I understand he can get a closed work permit with his LOA from MPNP or a open WP if his PR application gets to a certain point. So basically we go back to waiting and I have a feeling this part of the processes will be slower than the first. We are still unsure of what kind of wait times we will have because we don't know if his application will go to the visa office in Canada or if it will go to London England. From what I have read the wait time from the London office is very long (over 2 years) but the Canadian office is closer to a year wait time. We also aren't sure if he will be affected by the new system they are going to have for express entry?

This explains what the express entry is. What I understand from this is that it is only GOOD NEWS for MPNP applicants! The MPNP will not close down and will still take in new applicants from what I understand. Please give advice but ONLY from information you get from Manitoba or Goverment of Canada website...not the opinions from some law firm that interprets info as they like and have no basis for their articles....
