and the reason is: -You no longer meet the eligibility criteria under which you applied.
but i do not understand why they send this

Please suggest me what to do next

Is it possible to request MPNP about the status of my application by email. I have submitted my application on 04.12.2013. Will they reply my e-mail? Can anybody suggest, please..

Very sad for you refusal PKsingh. Do you have any idea why u got an ineligibility letter/Refusal? Do you have relatives in other province of Canada?

i'm in Winnipeg, during my interview the officer asked about when I came to Canada, did I go to other provinces before, will I stay in MB if i get my PR, when will I come back to my country, my visa type, my business in winnipeg, my education background, my application history.
