I have not submitted yet my CIC application (in fact my sponsor not yet interviewed) but I have already filled-up the CIC forms and have gone through the "guides". As per item no. 15 of the form IMM 5690E "if you are unable to obtain all the necessary police certificates, you may still send your application wo the CIO without them. blah, blah...". However, get it now so that you will be ready with it once required.

The general solution accepted by any country is...

In cases where the birth certificate record is unavailable from the authorities, then a sworn affidavit by either of the parents is required. In parents are no longer alive, then any close relative (like uncle, or a close family friend) older than the applicant may provide such affidavit.

This affidavit must be accompanied with a certificate of Non availability or No record of the birth certificate from the concern distt. office/government authority.

If the affidavit is provided by the relative, it must state the relationship with the applicant, how well the person/deponent knows the applicant, date and place of the applicant's birth, names of both the parents, and any other related facts.

I just want to clarify, what is the date when you forwarded your CIO application thru FEDEX and when it was received by CIO?
 
Hi Guys ...here is some good news...I got LOA today. Thanks to you guys for help.
Online Application submitted : 22nd Sept, 2012
SP2 submitted : 16th Oct, 2012
Sponsorer interview : 11th Dec, 2012
LOA recvd. : 26th Dec, 2012.

What are the next steps?? Is there any online place where I have to apply or something else. What are the forms I have to fill??

your passport is enough...I didn't submitted any birth certificate. MPNP guys confirmed me that they prefer passport over birth certificate.
