I hope you are not mixing up bank draft for payment of Permanent Resident (PR) fee with bank certification.

Please re-confirm this, as that is the only way an advise can be proffer to you. If you actual mean bank draft for fee payment then it should be addressed to:
THE RECEIVER GENERAL FOR CANADA. You can verify the information again here: http://www.cic.gc.ca/english/pdf/kits/forms/IMM5620E.pdf

I see, I thought this only needed for our MPNP Application along with our COE, TOR, Diploma and etc as factors for demonstrating our ability to settle in Manitoba and pre-requisite for the LOA. So we need to submit all those documents again to CIO? thanks for the info.

You don't need to submit any bank certification. This was a requirement for the PNP nomination but the Canadian Embassy handling your application may request for it in the future but it is not a requirement now for submission. See check-list: http://www.cic.gc.ca/english/pdf/kits/forms/IMM5690E.pdf

@emperor,
u mean if i received my LOA from MPNP, it is ok to withdraw my cash because it will not check by the visa office?

There is no official requirement that says the funds must be there in the account through out the duration of the immigration process. Though most people tend to keep the funds in the account so as not be denied visa for lack of proof of funds (POF). In you case I would suggest you dont withdraw everything in the account as the Canadian Embassy handling your application may ask for an updated bank statement. There is always a deadline as to when to submit this type of request, say within 30 or 60 days of receipt of the notice. This should give sometime to make up the funds to the level that is required for your family size.

Hope this helps.

I have a family friends in Ontario & Vancouver...

Can they do anything in MPNP???

No they cannot help. They can even serve as ground not approve your application in the future. It shows there are other strong connection outside of Manitoba which might help you not to settle permanently in the province.

Are these sponsors of your aware of these friends you have in Ontario & Vancouver?, if so maybe they did mention it to the MPNP officials ??? ??? ??? that called them during the interview.

hello everyone..
good day.
i need your helpful information regarding my application.
i submitted my MPNP application kit last january 2012 and i received a letter on april 2012 and all my documents were returned to me. it says in the letter that i have to provide the result of my ielts and a birth certificate of my cousin to prove our relationship because i am applying under family support stream. i have arranged all the needed requirements and i have decided to submit them online instead of paper-based application.
i am a teacher here in the philippines. i have already my file number and i am waiting for my result. do teachers like me have a chance to be approved in the application? please help me.. my cousin said that she will wait for the call coming from the immigration if not this month, or next month. i hope i have the chance to be approved because i have completed all the requirements they have requested me to complete and my relative has already signed the settlement plan for me. do u think i have the chance?

Hi,

Same thing happened to me..I submitted my application last January 2012, all my documents were also returned to me with a letter indicating that I am not able to meet the criteria for the following reasons: IELTS, current certificate of employment & 3 mos bank account history. I received the letter last April 2012 with a file number written on it.. I prepared for the necessary documents and I was able to resubmit it again in the office in Canada by my auntie last July 20..Just praying & waiting for the reply...I just want to ask when u resubmit again online, u received a file number is it the same with me file number starts with MBXXXX-XXXXXX...Thanks...Goodluck to us!

hi! thanks for the reply.
im quite worried because not long after my submission to mpnp, i changed employers twice. i'm thinking if mpnp would be forwarding our documents to nova scotia(?)- and nova scotia would see that i have added 2 new employers for this year, they may look for the COE..
i'm just worried because they might return the application saying i'm missing some documents.. :-\

anyone with thesame situation? :(

thanks! :)
