A) Yes - you must take IELTS. The score requirements vary from program to program. Generally speaking, you want to achieve as high a score as possible.
B) You can - however your chances of approval are higher if you apply outside of Canada. Make sure your studies in Canada make sense in light of your previous educaiton and work experience. If you have already completed a masters, then you should be planning on taking either a second Masters or a PhD in Canada.
C) There is no way to get PR easily. If you do not have enough points for Express Entry, you will need to look into the Provincial Nominee Programs.
D) This is a matter of opion.
E) Same as above.
F) This varies from region to region. You'll need to research by looking at job postings.

A) Re-write IELTS and achieve a higher score. You'll want to score at least 6.5 in each of the four categories to get a study permit approved for a Masters.
B) Yes - getting PR is much easier if you have a work permit / job offer. However getting a work permit / job offer is extremely difficult. You'll need to find an employer in Canada who is willing to give you a job and that employer will need to obtain an approved LMIA. Most employers are not willing to go throug the LMA process. Have you found an employer in Canada who is willing to hire you and go through the LMIA process?

A) Sure i will try to get 6.5 band in each section. Also how much band i need for Express entry is there no advantage of USA master's and USA experience ?

B) Not ye, i am looking step by step this time. That means i will come in Canada for education first then i will work on the jobs search and all.

C) I heard about Prince Edward location. Do i need fulltime job for PR or part-time will also work. I know it's a stupid question just ask for the knowledge.

A) Express Entry is a points-based program. You want to achieve as high a score in IELTS as possible. Right now you need a score of around 460 to be selected out of the Express Entry pool. Have you calculated how many points you have? No advantage for US Masters or US work experience. The US and Canada are two completely different countries.
C) You'll need to dedicate time to researching the requirements if you are serious about immigrating. Generally speaking, jobs have to be full time.
