I would like your comments about the following situation:

I have recently received my PER and ECAS thing. In the meanwhile, I have moved to another country temporarily. Do I have to inform CIC about my move although I want all correspondence at my home address.

Also, I did not sent them a PCC with my original application. Should I sent it to them now or wait for them to request it?

You must notify your visa office for change of address, change of job or designation , change of marital status etc...
Depends on why have you moved to another country, and is it temporary of permanent, if moving to another country is due to change of job or job location then you must notify visa office and same time you can request to retain the same mailing address.
