My parents are in India and we go this letter from Immigration in reference to the PR application to Canada

Based upon my review of the results of this medical examination and all the reports I have received with respect to the applicant's health condition, I conclude that she has a health condition that might reasonably be expected to cause excessive demand on health services. Specifically, this health condition might reasonably be expected to require services, the costs of which would likely exceed the average Canadian per capita costs over 5 -10 years, and would add to existing waiting lists and delay or deny the provision of those services to those in Canada who need and are entitled to them. The applicant is therefore inadmissible under Section 38 (1) (c) of the Immigration and Refugee Protection Act.

Also has: Hypertension (401), Diabetes (250)

This information raises concerns that your dependent can be expected to cause excessive demand on health or social services in Canada. For this reason, you may be a member of the inadmissible class under section A38(1) of the Immigration and Refugee Protection Act and your application for permanent residence could be refused.

A38(1) states that "A foreign national is inadmissible on health grounds if their health condition
(a) is likely to be a danger to public health;
(b) is likely to be a danger to public safety; or
(c) might reasonably be expected to cause excessive demand on health or social services.”

Before I make my final decision, you may submit additional information or documents relating to the above medical condition, diagnosis or opinion.

You have until April 2013 to submit additional information to our office at the address shown below. We will then forward the information to the appropriate medical officers who will review the material and advise us of their conclusions.

Please advise what should we do in this situation? ????

As the letter states, you need to submit evidence to prove that your parents won't be a burden on the health care system. You'll need letters from doctors, any medical or hospitalization records that support your case, etc. This might be a good time to start working with an experienced immigration lawyer. As things stand now, CIC intends to refuse your parents' application. You have to convince them otherwise.

Any idea what will happen to my father file? my mother was his dependent?

If your mother is refused your father will be automatically refused as well.

dealbrampton and Dave01: Do you mind if i ask what is the main reason for this medical refusal? According to what i read, diabetes and hypertension were addition medical ground. My parents just went for medical check up and they both have diabetes.

Diabetes is not likely to be deemed to cause excessive demand on the Canadian health system.

The OP didn't post the root cause (medical condition) bringing about CICs conclusion on the matter.

My parents disclosed about their diabetes condition to the physian and told him the medication they are taking. The physician did not make any other comment about their diabetes.
However, my dad was nervous, so his blood pressure went up :(; because of this the physician refer them to one of the hospital (specialist i guess) to get more testing for their heart condition (my mom has mild blood pressure due to the diabetes pills, but not major, she also disclosed this information to the physician).
According to the specialist, their hearts, eyes results are all good. Cross our fingers!!!
