Mother Birth Certificate is not available

I have a question regarding "Proof of principal applicant's relationship to sponsor", a supporting document.

I am going to submit a Relationship certificate, certified by a concerned city office instead of birth certificate of my mother (as it is not available ), is this enough ?

I appreciate yours suggestions.

It will be dependent on specific VO/officer whether accept it or not. Common sense prevails here, if you can explain why some documents cannot be produced and provide other official documents to support your relationship, that should work.
