Hello,
1. If I have to sponsor my Spouse to join me in Canada, should I use my CIC Online account, or her own CIC online account to complete and submit the application online? And can I submit the application online here in Canada or it must be submitted on hard copy in her country of residence?

You really need to do some basic research. Sponsorship apps can't be submitted online and must be mailed to Mississauga.

Applications for spousal sponsorship can only be submitted by mail to the IRCC in Mississauga, Ontario. Unfortunately, you cannot submit online.
