i have applied since 2009 for my citizenship and i sent them a letter asked about my status , yesterday received a letter from Montreal local office that i have to wait 40 months to meet the citizenship judge its really unreasonable

yes i received RQ in august 2011

That is very unreasonable if you got RQ in 2011 an you still have to wait another 40 months, they said RQ should take 48 months to process so if it was 2011 I don't see why it will take them that long, you should consult an immigration lawyer.

not yet i couldn't understand why it took that long , even i requested for GCMS , they said that my citizenship produced and sent to Montreal office since 2010

Strange that you will meet a citizenship judge but did not go to a test yet? Maybe they have made some mistake. Maybe visit them and ask about your status again...
