If mom and dad both are PR holder
But mom gives birth a baby while she is not in Canada

What would be the new bron bay status

If parents are citizen still children are would be non PR status if they bron outside Canada

PR is not passed on to your children like citizenship so if you are PR and you have a baby outside Canada, the baby is not PR. You can sponsor your baby for PR but you would have to be living in Canada in order to do it. Your baby may or may not get a visit visa to come to Canada with you. Sometimes parents have to split up, one goes to Canada to sponsor and the other waits with the baby in their home country.

If you are a born or naturalized citizen and you have a baby outside Canada, you would have to apply for the baby's citizenship certificate and you do not have to be in Canada to do it. While you are waiting for it, you can apply for a temporary passport for the baby if you need to travel. However, in case you are a citizen by heritage, that means you are born outside Canada yourself but gained citizenship because your parent(s) were Canadian citizens when you were born, you can not pass citizenship to your child born abroad and would have to sponsor it for PR.

If the baby is born in Canada, whether you are a PR or citizen, worker, student or even a tourist, the baby is a citizen.

If the parents are citizens and the child is born outside of Canada, then whether the child gets Canadian citizenship or not depends on how the parents got their own citizenship.
