If someone with Visitor status didn't Pay the mobile Phone Bill and went back to home country will that affect him/her?!
I mean what are the short term and long term consequences... Will that affect them to apply for another visitor visa or applying for immigration?!
In case it won't interfere with the process of applying for either another visa or immigration, Would that affect his/her credit history if got the PR later?!

It will impact their credit rating in Canada which could create challenges getting credit cards, mortgages, and certain other banking products if they ever return to Canada. Some jobs also check credit ratings.

A person's credit rating is attached to more than just a SIN. Just a name and DOB is enough.

If you don't pay your bill, your credit score will suffer, regardless of your status.

You should expect will impact your credit rating. I agree with canuck_in_uk. SIN is not required to link the delinquent record to you.
