So - I'm a FSW outland applicant who recently received my ITA after getting 600 points for Ontario's PNP.

I'm now filling out documents -- unfortunately, my spouse's college will not give her a copy of her diploma. She is claiming both an associates and bachelors, we have an ECA report which has both assessed and approved for Canadian equivalency. She also has transcripts for both -- but no DIPLOMA for the bachelors.

She called the school and they won't supply her with a diploma copy (she lost the original years ago and they don't re-issue them) so we can't get a copy of one.

Does anyone know what I can do in this situation? Has anyone run into this before?

This is a tough one. People have been rejected before for not providing their foreign degree, I truly don't know if the transcripts are enough to compensate or even if a LOE will do.

Is there something that she can obtain from the university? Maybe an official letter stating that she did graduate from there? or something that states that they do not re-issue degrees?

If she's able to obtain something like this + a LOE, MAYBE she will be fine.

Your profile will remain locked until you either accept ITA or you will reject it. In the first case it will stay like that and in the second you will get back to pool.
Rejecting ITA will not cost you PNP.
You can also ask for statement from her previous University (where they officialy reject to make copy of her original diploma). Then a statement where they confirm that she has graduated there. And you will add expalnation there together with her ECA evaluation.

The catch is following - since you have most likely forwarded that info to Ontario, deleting it now might create problem with your own province.

So just go with as many prooves from your university as possible.
