I created a webform and in reply they are saying that they had sent a mail on 23 rd October. I never got this mail. Please suggest what shall I do as it is already one month now since they sent the mail. How can I contact them from outside Canada?

Check spam folder of mailbox. You may find there. Alternative could be asking IRCC to resend mail via webform
