If you answered a question incorrectly and ur file has been given a UCI but not transferred to ur local VO yet, is it wise to wait until it's been transferred to ur local VO before filling out a new form and mail it to ur local CIC VO or it's better to send it CPC-M..

Send a case specific enquiry with an explanation and an updated form. That way it doesn't matter where your application is. https://secure.cic.gc.ca/enquiries-renseignements/canada-case-cas-eng.aspx

Can I scan the form and upload in the enquiry? I'm worried CIC might want a hand written signature

Yes, you can. If they need anything else from you they'll request it.

I sent CPC-M an email saying that I made a mistake in my application and gave details. They didn't even ask me to submit a new form and still haven't (and likely won't).
