Good day,
I have a niece who is 13 years old and in grade 8 in Vietnam. She still has both parents and we wanted to sponsor her to Canada to study. I am Permanent Resident in Canada and waiting for citizenship.

Could anyone who has experiences please share the process from beginning to apply for visa?

You need to find a local school that is willing to accept her as an international student. When applying for the study permit, her parents will want to indicate that you will be her guardian while she studies in Canada. Whoever is sponoring her studies in Canada (either her parents or yourself) will also need to show that you have sufficient savings to pay the annual tuition fees of around $15,000. The sponsor will also want to show an additional $10,000 for living expenses.
 
Unless you have unlimited funds I would encourage you to pay for a good education in Vietnam and then help your niece to study in Canada for college and university. There is no need for you to pay for high school in Canada in my opinion. It also become much harder to show ties to your home country when apply for a study permit for college/university
