Is it possible to apply for citizenship for minors even if there parents are still pr.??

If the minor has a real paying job that is reported to the government by the employer, then he/she should be filing income taxes already and would be required to do so with Canada Revenue Agency.

Not independently, as a minor is still considered to be under the care of their parent or legal guardian until age 18. If one parent is already a citizen, then that parent can apply for the minor's citizenship immediately without the minor needing to meet the residency obligation.

Those not spicify if at least one of the parents should be citizen
It says under the green child icon denoting that you should use the form to apply under application form 5(2):

"Minor (under age 18) has a Canadian parent or a parent who is applying for citizenship at the same time"
