Can you submit an eoi to this pnp without having a job offer or connection?

The reason I posted was that post and the mpnp confused me. E.g the over seas skilled worker saying a connection or a invitation from minitoba. My question is, so can I submit a eoi if I have no connection?

"If you do not have a connection to Manitoba, you are not eligible under this stream, regardless of your points total."

Yes, I saw that 1) Connection in Manitoba or 2) Invitation from PNP staff is mandatory.

After all this is the only Canadian province which seems to be very lenient for only people who have connection.

I think it's either of them; when you fill in the Manitoba PNP online form, at the end you have to select from a list related to Connection, among which there is Connection through family member, Previous studies in Manitoba, ....Invitation from PNP staff, etc... in order to complete your application. So, I believe it is either of them from the list.
