i'm looking to sponsor my father to come to Canada. A relative says I must be a PR for 3 or 4 years (I can't remember what he said) before I am allowed to sponsor.

I can't find a reference to time on the CIC website. Can someone please clarify?

There's no such requirement. However you do need to have three years of Canadian tax returns that meet the minimum income levels. For example, if you want to sponsor in 2017, then you must have Canadian Tax returns from 2013, 2014 and 2015.
 
Thank you. I won't be able to supply that as I only moved here 18 months ago and have been PR for a year.

Even my spouse who is a Canadian citizen can't show that as they were out of the country for many years until last year.

Showing the returns is mandatory. You'll need to wait until you have three years of Canadian returns before you'll be able to apply.

You can combine income with your spouse to meet the income requirement if necessary.
 
I would have to as I don't have an income but even he only has one tax return. I guess we'll try the Super Visa route first.

You also have to remember that even when u meet the income requirements, there is no guarantee you can sponsor since the application system has changed to a lottery system
