Meena, it is okay to apply to Sydney before you take the test but if you don't get a test date or don't get the required points before the 120 days are up, then you will be in a bit of a spot.

I presume you are not applying from US like your brother did. If you are applying from a non-English speaking country and citizen of that country, they will surely ask you to take the test. I also presume that your brother applied a while back. I have read in this forum that they were more lenient with regard to IELTS then.

Only you can know whether you are eligible or not. You need to look at the wording on the duties and see whether you fit that. Remember the key word is managerial.
