I'm asking this on behalf of a friend:
What if I have scored 7 in all sections except speaking, in which I have 6? The link at http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=666&top=29 indicates that I'm unable to apply. However, the eligibility tool is not complaining, and even the CRS calculator is giving me a score.
Could someone guide me on this? Do I need a minimum of CELPIP/CLB 7 in each section?
