Provisional certificate is a mandate, of course you do need mark sheets etc. If you have obtained program certificate (which is called degree), then you don't need provisional. However, as Indian Public Universities work, they don't give degrees that quick, at times, it takes even 2 to 3 years to wait for convocation and then degrees.

Obtaining Provisional is not a challenge at all. Visit your University and it comes with a nominal fee and is being issued instantly (in most cases).

Which college you did B.tech from and which Uni it's operating under?
